Unless somebody ruins it for everybody, anyone can change the Featured Picture by editing [[Featured:Picture|this page]]. I set it up so that you don't have to worry about formatting. Just link the picture (use thumbnails) and write a description the way it is on that page. Leave a new picture up there for at least a few days before changing it so people actually see it! I'm not a big fan of standardizing everything like they have done, as that is way too much work to do to an existng wiki, and I like ours. But, perhaps for the entries on events and that sort of stuff, maybe histocomm or web/corrsecscomm could work to make them into nicer more article like articles? It'd look nice.
